I dont think that they are related so much as a ethnic group.But during centuries probably many slavs have mixed with latvians and lithuanians.

Technically, they are not related to Slavs.  Latvians and Lithuanians are Baltic Peoples and speak languages that are unrelated to the Slavic Language family.
 
As Desmir pointed out, both countries have mixed with and have been influenced by their larger neighbors.  Despite this mixing though, Latvians and Lithuanians have maintained their own distinct languages.   I think that Lithuania has been influenced more by neighboring Slavic nations.  In contrast, Latvia has been influenced by Germanic culture over the centuries. (Tuetonic Knights etc. ).  
 
During WWII, both nations allied themselves (to a degree) with NAZI Germany because of a desire to be free from Soviet oppression.   German forces, however reported that they received an especially warm welcome in Latvia due in part to a German influenced local culture.  
 
In addition, Estonia (Finno Ugaric Language) has also been influenced by German culture (though probably not quite as much as Latvia) from the Middle Ages to Pre WWI 21st Century.

In the past a common balto-slavic proto language existed, whithin the Indo-European group. Without the Germanic and Ugro-Finnish influence the link between the two branches would be even clearer. So they're not so "unrelated" as you pointed. Actually whithin the indo-european language groups they're the closest.
