Robespierre was hardly a demagogue, he was only too honest and intense for his own good. He was the servant of the people. During the Jacobin's reign, France was stable but the regime was very strict so many people were unhappy. but when the liberals took power all hell broke loose.

Quoted by http://www.historyguide.org/intellect/lecture13a.html

In Robespierre's utopian vision, the individual has the duty "to detest bad faith and despotism, to punish tyrants and traitors, to assist the unfortunate and respect the weak, to defend the oppressed, to do all the good one can to one's neighbor, and to behave with justice towards all men

IMO Hitler was more charismatic than Mussolini.

Demogogue was Hitler's biggest capital.

At first I would have said Lenin, but probably Hitler was the most charismatic.

I could think of many politicians in my country being both charismatic and demagogue. In fact, I came to the conclusion that both qualities are indissociable!
