Excellent guess - it's an actual adaptation of a quarry locomotive (narrow gauge) to run on standard gauge tracks. For some reason, instead of moving the wheels out and re-gauging it, this concept was put into use. Apparently, it actually worked, unlike some others that were proposed: The Holman - built by Baldwin in 1897:

This is a fireless locomotive. As its name suggests, it didn't have its own firebox but was filled with steam from an outside source. These trains were used in dangerous environments like mines and factories to prevent explosions

This wartime locomotive has two tenders so it can travel the full route without stopping to take on more coal

Saddle tank locomotive - the solution to not stopping for water. This one is an articulated Mogul for use on sharp curves and steep grades.

This compressed air locomotive was used in the Homestake Mine in Deadwood: This kind was used most often in the Colorado mines:And this one is the Pittsburg Coal Mine:

Narrow gauge railways were ideal for the mountainous Welsh landscape. These were less costly to build and could use tighter curves
