Imperialists have often justified ruling others on the grounds that it benefits the ruled.

I'm looking for any ancient writings offering such justifications. I've heard that Cicero (and perhaps Polybius) justified Roman rule in this way, but I've found nothing that demonstrates this and am not sure if it is even true!
